This is where the inboard wing is lightly stalled, but the outboard wing is still flying. Dogfighting manoeuvres and evasion were based on this principle.
Obviously this will vary dependant on wing design, but I have found it still to apply on some Civil Bis Jets. e.g Hawkers and Falcons.
You are correct. The last thing you want on a swept wing jets is outboard section wing stalling, that would result in the c of p moving forward and leading to pitchup. That was cured on the Hunter by adding leading edge extensions to the outboard sections. EG, F4 to F6
