It is basically a laser tachometer but analyses more info than just the RPM which will actually comes from a reference pickup on the swashplate.
The item above the radome is part of the wire cutter system. It guides any wire over the wiper attachment.
The black mark on the blade is PU blade tape over the butt joint in the metal erosion strip.
