As long as the instructor did the refresher training of at least 1 hour
Not strictly true because at the time FCL.945 was published the requirement for the one hour dual also changed and can now be any number of flights with any number of instructors.
To comply with FCL.945 the FI signing the revalidation would have to have completed the last training flight making up the one hour total.
If anyone is in doubt, FCL.945 will be written into the Instructors licence so easy to confirm. Information sheet

Are NPPL/national different?
Yes! FCL.945 is EASA not National.
