There is no list of instructors holding FCL.945 privileges as all new instructors have it on there licence and older instructors can either apply to have it put on or it will be done when the licence is reissued. As long as the instructor did the refresher training of at least 1 hour and the person has fulfilled all the requirements of FCL.740 then they can sign the licence and complete the paperwork. If the 1 hour flight was undertaken by a different instructor then an examiner must sign the licence and paperwork.
