TOGA Tap from a design perspective, if we didn't bother to inhibit a message on takeoff that rather implies the design intent was that it should be available to crew as a decision-making aid. It does not necessarily mean that a reject for such a message was the intent of the design, but it's certainly quite possible that that was the thought process for the design.
