This is probably because the Melbourne Centre ATC chiefs have very little experience with Class D airports, unlike Brisbane Centre where they operate with four Class Ds and 2 Class Cs.
I don't know much about this bit of airspace but pretty sure ML CEN looks after Karratha, Alice Springs, Albury, Launceston, Hobart and Avalon which are all Class D? (excluding the old GAAP/Metro D towers as well).
