If you go back to the original Coronavirus Regulations, it refers to going to work. The subsequent advice allowed people to do work without being paid - many healthcare workers and others lost their day jobs so did unpaid work. If you are a commercial pilot and you are doing a job as a commercial pilot for an entity that is or could be a customer it is work whether you get paid or not. So the flying out is ok but as has been said you cant enter unless working on the incoming flight so you get caught coming in. I know some big employees have called foul but nobody is listening. You could offer to push the trolley along the cabin
