If they reacted in the same rational manner that other airlines have, & cut the workforce in order to save cashflow and hence give the company an opportunity to survive, then every Expat would run to their home country for good. They would leave Dubai faster than a sprint, and Dubai would implode. They know it, and they know they have to keep the Expats in Dubai or it will all come crashing down faster than it ultimately will anyway. It is a roll of the dice by the rulers. They have to spend money they simply can't afford to, in order to try and keep the show on the road, keep expats in country spending, keep the bluff real and pray that it ends sooner rather than later so the entire place doesn't come crashing down.
Retrench expats - like they NEED to - and Dubai disappears. This is purely self interest - don't try and sell it any other way.
