It's differential problem and depends on the variables:
  1. It's better the source and the target ATO are in the same country,
  2. If you are a foreigner student, make sure the target ATO has training program in English,
  3. The source ATO must provide an approved (by HoT) training program of yours,
  4. It's better the target and the source ATOs have similar training programs, (compare their offers, how many SIM, ground training and flight hours, better if more identical)
  5. It's better not to change the MEP aircraft, if you don't have MEP issued to your license, (means try to find an ATO that owns the same MEP a/c),
  6. The target ATOs (in general speaking) may try to rip you off a bit, name it "familiarization" or "assessment" flights or "additional SIM hours" etc.
  7. If you already did the MEP hours but have not take the proficiency check, do it before leaving.
  8. It's much better if your training doesn't include MEIR. Most of the ATOs might want to burn them all and try to force you to start over.
