i don't think that's right. That's only for getting the certificate, which is a temporary thing. If you're moving to Canada - or want the Canadian license - you'd probably want the actual conversion process, which you can find
here
Just remember, getting your CPL or ATPL converted only allows you to fly planes. It does not grant you work rights, which is something only your visa or permanent residency (or citizenship) would allow.
