I think the above freezing principle is base on the air/ice impacting the moisture dragging more heat away than the warm surface underneath is inputting to the system, therefore an ice buildup occurs. Sooner or later the buildup hits a critical drag that overcomes the adhesion either to the surface or within the clump itself and a chunk breaks off.
That's my limited understanding anyhow. Not sure whether it applies in this case or not though.
