Let them increase the base pay and deduct what they have paid to make it fair and transparent (but needs to be back dated to the time in whice the pay freeze was applied).
I think you are forgetting if my memory serves me correct that there was a 3% wage freeze for 9/11 and then another 3% for the GFC.
