The only time you will see alternating Green & Yellow lights is when you vacate the runway. For example, if you are landing 25L and roll to the end to vacate on K1, you will see alternate Green & Yellow. If the Stop Bar is turned off and you are lining up 07R, you will see only Green Lights. The yellow lights are uni-directional and the other side of those lights is uni-directional Green. All other lights are omni-directional Green. This means that wether you see alternate Yellow/Green or all Green is dependant on wether you are vacating or lining up.

All specifications for Runway Lighting, and markings and signs are found in ICAO Annex 14 Volume 1 (Aerodromes). Specific to the original question, lighting is found in Para 5.3.17 & Stop Bars is found in Para 5.3.20. Hong Kong complies with ALL requirements specified in Annex 14. Your company should have a copy of this.
