Radical alternative is to apply for asylum in a NW European country and convert your licenses.
The issue for him there is that it will take an extremely long time and his case for asylum will be very weak. Notwithstanding the fact that he will have to redo all his ATPL exams and check flights at a substantial cost. Bush flying is the best thing this guy can get.
