McGrath50, proper, well known, settled, risk management analysis can answer your questions about safety and risk both together. They are not mutually exclusive as you might think and CASA knows this but chooses to ignore it.

In the case of the GA airvan, I would suggest that unless the aircraft was fleet leader in terms of hours or cycles, grounding might not be appropriate. The aircraft type has been around for quite a while.
