Tanzania single engine at night

Hi

I have heart that apparently it is illegal according to Tanzanian air law to take off in Tanzania with a single engine plane by night? Can anyone verify this? Is this also true for planes that are not registered in Tanzania? According to the air law of the country the plane is registered in, taking off at night with a single engine is legal.
