As I recall, the British Air Navigation Order (and I would think most of the world is similar), gave me COMPLETE RESPONSIBILITY for the safety of the flight. By logical extension it also gave me COMPLETE AUTHORITY. That was delegated to the cabin crew. If the crew feel a passenger should be offloaded, then they are offloaded. I've done it several times, and each time I was exercising my RESPONSIBILITY.
