RT praseology "as filed" vs "flightplan route"

Gents

Is there a difference in meaning between the phrases "cleared to X via flightplan route" and "cleared to X as filed"?

I can't find a difference in any of the docs I've searched. Is it just a regional variation, similar to "line up and wait" and "position and hold"?
