Umm, not sure, but think you may have misunderstood the standards (they are based on BMI).
At 174cm height, the minimum weight is 64kg and the max is 76kg.
For a male you would be very athletic if you weighed less than 64kgs - you should be fine.
The whole purpose of the BMI HT/WT ratio is really to determine high risk of heart disease - the BMI is not a indicator on its own, but is taken into account amongst other factors.
