Before GDPDR you had to explicitly order your aircraft to be removed from showing in FR24, maybe there are remains from that times? Airliners do show up because things like GDPDR do not apply for tracking public transport. But, I guess some countries like US, Israel etceteras will have their 'special treatments' for portals like this.
