It is also worth remembering that those voluminous clouds of microscopic water droplets have just been in direct contact with the vaper's lungs and mucus membranes. As this is recognised as one of the primary vectors of disease spread, and while a cough or a sneeze is expected to shielded from you nearest neighbours and preferably directed into a handkerchief, I remain amazed that it is deemed acceptable to ostentatiously billow these exhalations into the open environment. Aircraft ventilation is notoriously poor in its protections in this regard, and I am surprised that there is any suggestion from any quarter that rules should change to allow vaping on board.
