In the UK, CAP 413 May 2016, Chapter 2, pages 8 and 9. Page 9 has Table 7, with worked examples, including 1300, to be spoken as 'WUN TREE ZERO ZERO'.

CAP413 may be downloaded for free from the UKCAA website. A positive goldmine of useful information.
