As always with these issues, we are not in the loop regarding the decision making process by all concerned at the time. However, the question of why not divert to an airport with 2 runways is perhaps a valid question. Obviously the aircraft did not need to land ASAP or it wouldn't have held (4 holds I believe) prior to landing at BHX.
