Certain national authorities will allow ground training to be done under the jurisdiction of one member state, with the flying under another.

Had you been more specific with your "location" - then I could have been more specific with the answer.

Suggest an e-mail to the policy department of the authority under which you reside - to ask if the two member states that you are considering are part of the agreement.
