That is not Cabotage by definition! EU are separate countries. The major cities have reached capacity with the only way new carriers can enter the market is through Secondary Airports. BA has 48.6% of slots into Heathrow, Air France has 52.3% into the two Paris Airports and KLM has 51.7% of slots into Schipol. Try getting slots into these major ports. Protection is a dirty word in Australia but most Countries do it other ways!
