Even if Turkey did follow Annex 13, it would still not be responsible for publishing an investigation report for an accident that occurred in a foreign state.

No, the Russians actually are good aviators and their official investigation board normally makes an excellent job at documenting, examining and reporting about accidents.

MAK-IAC is definitely in charge as of State of Occurrence is under their authority. The question is unclear if they can publish anything without direct approval of owner of the plane.
They CAN, the owner/operator of the plane may add comments to findngs of the report but cannot influence the investigation in any other way. The authority of the state of registry, usually a partner to the investigation, is another story...

final report?
Hi all,
Digging up an old accident, but I've been trying to locate a final report on this accident. I have found the preliminary report though which is on the IAC site but not a final report.
Has anyone seen the final report for this? If so, where is it located?

Yes - that's the feeling I am getting while searching for it. Everything seems to be pointing to the information in the preliminary report.
The preliminary report does mention that a Final Report will be drafted but i guess that is the template talking and various issues may have prevented the release and/or finalisation of such a report.

Just curious - are there any penalties for contracting States that do not supply a final report? I understand that they have to commence an investigation and Annex 13 specifies that they have to provide a report - but what happens if they don't?
