Don't know who is in charge here, IAC-MAK or Turkish authorities.
However, Turkey doesn't follow ICAO ANNEX 13 and is not publishing any incident or accident reports.
Even if Turkey did follow Annex 13, it would still not be responsible for publishing an investigation report for an accident that occurred in a foreign state.
