When I flew the NG for a well known loco, any load relief activation below 500' was a mandatory go around. I recall throwing at least two approaches away for that reason when heavy in windy conditions.

Regarding the flap load relief movement: it was so fast retract/extend that I had to watch the video twice to spot it. Given the rock & roll of the approach I wonder if they even noticed.

There did seem to be a lot of variation on the IAS there leading to the load relief retraction
It was interesting to watch the speed v power changes down the approach. The power seemed quite high at times v speed, but that is another topic.
