Nineiron....it is referring to the ATC environment where basic instructions like speed control, early descent requirements, radar vectors etc. are argued over based purely on the fact that they can in this part of the world. This phenomena is not quite as prevelent in other FIR's and having worked in 5 different countries now, this region is the worst for it. That is my point.

Sudan ATC
Khartoum ATC has SSR but the systems is often unservicable.
Reports from fellow pilots in Sudan, say that no squawk codes were given that morning and Khartoum APPROACH control was not using the radar. All aircraft had start clearances delayed for 30-45min and others were left at holding points to wait, while ATC was trying to contact the A/C.
It is an unfortunate incident, air accidents are not uncommon in this part of the globe but hopefully this will be a wake up call for the Sudanese ATC authorities, who need to improve the performance of the MAJORITY of their controllers and systems they currently have in place.
