Having read relevent Aussie ERSA , and for V1 procedures and the like, Has 911 effected the posibility of getting airways clearance off Victor 1 for SEL sightseeing?

Or is it preferrable to lodge a flight plan detailing PAX, intentions etc etc.

. .thx in advance

Sept 11 has not affected anyting in regard to what you're asking.

Submitting a flight plan is not mandatory, but it does help as it reduces controller workload. If you don't submit, he has to type in your details before issuing a clearance. If he's busy ... guess what. Typing is pretty much last on the priority list.
