Question- Foreign Air Carrier vs Part 121

My colleague and me have a dispute about oxygen mask using when above FL410.
Our company registered in Taiwan, and have schedule round flight flight from to LAX, SFO. The key point of the dispute is: Should our company, a foreign air carrier, obey the regulation of 14 CFR Parts 121 ? We know Part 91 and 129, which are discribed in our FAA-issued opspecs. But, how about Part 121 ? which is much more restrictive to operation, and make no sence that's only applicable to US-regidstered air carriers. (My opinion is : YES, but my colleague says NO)

If you don't mind me asking, which 121 equivalent airline is still operating N reg aircraft in Taiwan?
If you are a 121 equivalent in Taiwan, and operates on CAA cert, I would say No. You do not need to follow the 121 rules.
Even 121 operators in the US sometimes operates under 91 or 135 (if it's on their certificate) for convenience sake.

A foreign air carrier will follow the rules of the state of registry. Route and Area briefs will tell you if there are any extra rules you have to follow. If everyone has to learn the rules of every country they flew to it would be ridiculously complicated.
