Mexican DGAC Validity

Can anyone help with a big question i have
1. In which country is a Mexican DGAC license valid?
2. Can you get and ICAO license with a DGAC license?
3. How can you get the ICAO license

1. A Mexican license is valid in Mexico. Most countries will allow a pilot who holds a license from country "A" to fly an aircraft registered in country "A" in their country.

2. There is no ICAO license. Mexico is a member state of ICAO and therefore the DGAC license is an "ICAO license."
