FCC R/T Operator certificate

Hi folks

I apologize if that question has been asked already but did my homework and couldn't much on it, can anyone please give some info about how can I request a FCC R/T Operator certificate on my FAA certificate, how should I address? Do we really need to take a written test for it similarly to an additional rating on your license? Can it be done through distance learning, or do I actually need to be in the US? Oh and last but not least any news about the english proficiency level on the FAA certificates? I wrote to the FAA a couple of weeks ago asking about wether they were going to implement the level grades like in other ICAO countries but haven't heard back from them yet.

The FCC and the FAA are two separate agencies. So nothing goes on your FAA certificate, it's just another piece of paper to carry. The FCC Restricted Radio Telephone Operator Permit is a joke. You have to be a legal resident of the USA, able to speak and hear (does not say what language!), able to keep a rough log of transmissions (again, Latin would be fine) and know the rules that govern the station you operate. But there is no test. Oh yeah, your check has to clear. Back thirty years ago at least they didn't charge you.

Flight Radiotelephony Operator’s Licence

Thanks for your input, it definitely sheds some light on the topic, I am still slightely confused though: Most ICAO license (Including JAR) have Flight Radiotelephony Operator’s Licence that go along with it allowing one to operate the radio, right? I thought that when flying out of the US Airspace, a pilot holding a US Certificate needed a FCC R/T Operator certificate, I guess I am wrong then right? So airliners don't need that do they?

If you fly outside the US using an FAA pilot licence then you also need to have an FCC restricted radio licence to meet ICAO or local radio telephone operator licence rules. Inside the US the pilot licence itself carries with it the authority to use radio equipment.

Seems like one can't fill the form online, it's bloody confusing! Has anyone here done it before?

I did mine online. You have to register an account with the FCC first and then log in to your account. It was years ago that I did it but I think this is the latest incarnation:

Alright done it! Still had to call the help line in order to walk me through the process. First thing is indeed creating a profile and then ordering the RR certificate, 60 bucks is what they ask and no exam of any kind. Glad I didn't have to go through a R/T kind of Freetol test again! Many thanks once again for sharing your knowledge.

RL and RR

Hi,

I read from this Thread that it is necessary for me to have a Radio License in addition to my FAA CPL.

And I know that its the RL I need to apply.

But... After doing the FRN thing, and logged in, and adding a license to my FRN, I dont have the option of RL at all. RR is closest, but would it be right for me to apply for RR at this juncture?

It seems that ULS does not know abt RL at all...

Can anyone help?

Even for RL, apply for the RR.

I sent an email to ULS to ask on my query. And they are prompt to resolve this and the reply are below.

I hope this will help future applicant wondering the same thing.

Description* : When I apply for a new license to be added to my FRN, I do not see RL in the option. I only see RR.

RL is not an option for the Radio Service Code. If you are looking to apply for a Restricted Radiotelephone Operator Permit, whether or not it is Limited Use, you would select the Radio Service Code RR. By selecting RR, the system will load the correct online application for completion.

Hello all, just finished reading this thread, I completed my application online three weeks ago and haven't received the certificate on my mailbox yet. How much time does the FCC takes to send you the RR or certificate? I have checked the FCC web and I couldn't find any info regarding this matter.

does it mean, that if you are a foreigner and not a US resident, you cannot fly on a FAA licence abroad, because you cannot get the FCC operator certificate as a foreigner?

Quick question... When applying for this online it now asks for a N# ? Am I on the right form 605? If I put in an N# does the license only apply to that specific airplane or does it not matter?
