I agree that the 'spirit' of the law should be maintained, and guessing after any incident/accident and the facts coming out, it'd be an interesting report if rules were proven to be flouted. It's a shame that at least one of the big unions proves useless to those of us at the smaller end of the scale when the proverbial hits the fan, but eh, life i guess.....
