You can only be based in the country you have a work permit in, on a local contract. At least that is how I understand it.

I am from the united states with an FAA ATPL and I have a residence permit in spain through marriage. My wife wants to move to back to spain but at first glance all the first officer position posted online require the applicant to be a EU citizen. But with a valid residence permit in spain and assuming I meet all other requirements, what are the chances of finding employment

Zero, since you will need to convert your license first. Then you will likely be able to join one of the local airlines.

If you return to another EU country you are covered by the EU rules and Freedom of movement and work. EU has a service called Solve it that may be able to advise. An Australian CPL took around 2 years to acquire a German licence but was not married to an EU citizen. That would I assume be a worst case. He felt it was worth it for the employment opportunity's of the German licence.

I mean if you speak the local language, I dont see any reason why they would not hire you? You are legally allowed to work in that country, so why would a company say no to a valid candidate?
