Does Ryanair hire Type rated FOs? It does not tell on the web page.

But what it says is: Cadets (no airline experience), that might answer the question. obviously making the most money out of cadets.

DEC or Cadet.

Unless you want to pay for your own rating again, then the answer is pretty much no.

DEC are what they want at the moment as there are no upgrades in the company due to FR flexing its muscle and refusing to promote or base transfer as a punishment for the BALPA campaign.

There are so many threads on FR on this website now, with people constantly asking the same things. Everything you could ever want to know is already here, you just have to use the 'search' function at the top.
