Which airlines offer Exeter bases apart from Flybe?

Think they have a cargo/adhoc set up called bac express airlines.Shorts 360.

Jet2 have a 'base' of sorts, but there's only one aircraft, a 737-F, and one crew, and they perform the EXT-EMA mail run each weekday evening. No vacancies, unless one of those leave - which I hear is unlikely.
