Currently, from what I hear, some pilots are to be leased from All Nippon Airlines. But directly from Starflyer's pilot recruitment, the plan is to have Japanese nationals only for FO recruitment, and a few foreign Captains to fill in on contract basis untill such time as the Nationals can be promoted to command.
You should try Tiger in Singapore, or Vietnam airlines. They are both advertising for expat A320 rated pilots with 500 + hours on type.
