E-170 ops on a 5,000 ft runway

Can an E-170 operate safely on a 5,000 ft runway at sea level and comply with FAA 121 Regs with a full cabin load? What if the runway is wet?

BA Cityflyer take 5 E170's into London City, EGLC, everyday.

TORA 3934 feet, LDA 4327 feet.

Landing there is not restrictive, even with a wet runway.

I haven't got the performance manual available, but we can land with a tailwind of 5kts under certain circumstances.

For departure, flap 4 is used and a full passenger load on a 1:30 sector is not a problem under normal european weather. Hot calm days can bit a more restrictive but a normal RTOW would be about 33t.
