But FLSH, you still haven't explained wherein lies the 'danger' in cross checking switch position as part of Normal Checklist execution?

That crosscheck is not verbalised by the way - it's a visual check by the PNF, that the given response actually tallies with the switch position. How would the CVR/FDR expose this 'crime', committed by raising ones eyes from the checklist for an instant?
Is it 'the moral hazard of this kind of thinking' that your are in fact driving at?

I was taught to operate checklists in that manner from Day 1 at my alma mater airline, a long established carrier with an excellent safety record and a hghly respected Training Department. The PNF crosscheck may or may not have been explicitly WRITTEN in the OPS MAN - I can't remember - it was in the days before such minutiae had to be written before becoming doctrine.
But it was certainly hammered home to us during Sim and Line Training. It was simply considered elementary good airmanship.
If you want written permission you'll probably find a line in your FCOM/OPS MAN saying 'Pilots are to apply good airmanship at all times'. Check it out!

Now, that crosscheck may still not be explicitly written in the Ops Man, or FCOMs you use, but if your company hands out FSF DVDs and makes them required reading - and they contain the advice to use that crosscheck - what to do? Ignore, because not written in FCOM/OPS MAN?

Perhaps the simplest interpretation is that the FCOM/OPS MAN is deficient and needs to be updated?

Frankly I find your thinking to be more like that of a lawyer than of a pilot. That is sadly reflected in how our OPS MANs have grown from slim volumes containing good advice on how to apply ones own common sense and airmanship - into weighty tomes, filled with lawyer speak and corporate ass covering. If you believe we should take that approach to the job, then perhaps we should be looking in the Law Libraries when we recruit future pilots.
