A 90% Bare/Dry runway with a trace of dry snow will not normally have a CRFI (Canadian Runway Friction Index) value measured as the runway average will equate to a Bare/Dry runway value of .8 or maximum braking. Such conditions would normally only have a runway surface condition reported in plain language.

See the Canadian AIM.
AIR Para 1.6.4. Aircraft Movement Surface Condition Reports (AMSCR)

AIR Para 1.6.1. CRFI
