pt62-42 engine vibration

hi all,

brief discribtion of the maintenance done
1. prop overhaul
2. overspeed and prop gov change

question: why the left engine is vibrating more that previously in feather condition and can be felt in cabin and cockpit. right engine is running fine.
it can be seen from outside that spinner is not rotating in liner motion.

A few questions:

1) does this "vibration" disappear once the prop is moved out of feather
2) were the props balanced once they were reinstalled
3) what is the prop rpm while in feather and the engine operating at ground idle
4) what airframe installation are we talking about

With regards to the spinner not rotating in linear motion...there is a maintenance procedure to properly position the spinner that normally rectifies that.
