Question Manadatory ATC Reports

Hi. I was wondering if you would be able to clarify items require for manadatory notification to ATC. There have been a lot of discrepencies and confusion among the people I have asked.

FAR 91.183 states the notification required under IFR (unforecast WX, reporting point, items related to safety). However, AIM 5-3-2 gives a long list of items (unable to climb 500 fpm, average TAS change by 5%/10 kts, reaching a holding fix, leaving a hold, etc).

I believe the AIM matetrial are not regulatory, but many check pilots swear the reporting points in AIM 5-3-2 are mandatory.

Most important mandatory calls:
1. Leaving an altitude.
2. Entering Hold.
3. Leaving a Hold.
4. Executing missed approach.
