Question Metro 3 Vmcg?

Could anyone tell me why an aircraft, such as the Metro, would not have a published Vmcg?

Vmca is 87kts..... although I have tried to demonstrate this speed and found that rudder effectiveness ran out well above this speed.

This question has been bugging me for over 2 years, so any help would be appreciated.

Maybe because it is a Part 23 airplane which has different requirements than a Part 25 airplane? I am just guessing because I know that some of the Metro's don't meet a lot of the single engine requirements which are required by Part 25.

I looked up the AFM metro 3.Your quite correct there's no definition/reference to VMCG.The AFM does say 'use nosewheel steering until 60K's,after which use the flight controls.'This area of speed covers the 'grey'VMCG point, and being so low,was not an everyday consideration??.
The Metro 3 meets part 25FAR's in that it 'complies' to an engine out climb gradient(among other things).
Cheers
