Question B737ng Alternate flap duty cycle

Can anyone elaborate on the limitation for Alternate flap duty cycle, ie. flaps 0-15...5mins off and >15...25mins off. When exactly would one apply these relief periods during the alternate flap ext/ret?

I can only imagine the limitations apply in flight due to aerodynamic loads on the flaps increasing the loading on the electrical motors. Looking at the original post there are no limits set for retraction, only extension.

Only a guess mind.
