Jetstar WAI

Can anyone with experience on the Jetstar explain why WAI protection was provided by inflatable rubber boots on the leading edge of the wing and I believe the horizontal and vertical stabilizer ?

Lockheed always thought out of the box but this seemed like an odd design choice, with four engines there would have been more than enough bleed air for a heated leading edge
