Dispatch landing calculation
Scenario (EASA land):
Destination is reporting RWYCC: 3. Dispatch landing calculation prior to departure shows that the planned landing weight exceeds maximum permitted, but an in-flight calculation deems it's likely possible. Can the aircraft be dispatched provided two alternates are planned where landing performance is assured at both?

That's correct, if you are unable to comply with the most favourable runway in nil wind condition you need two alternates. Obviously, the alternates need to comply with the most favourable runway in nil wind and most likely runway to be assigned with wind at ETA.
