De-Ice Boot Question

I read this on a comment page and wondered if it is true that de-ice boots work better at higher airspeed. Is this jus for the residual ice being blown off the leading edge?

"Flying the Caravan for many years, in bad weather you always worry about icing. When I flew the Caravan they had boots and not the TKS bleed systems. Boots are a maybe, maybe not system. You need some airspeed for them to work (above 140 kts. IAS)"
