Question about LIDO Flight Plan info

For those who have knowledge about the LIDO flight plan software, there is often information regarding the addition fuel burn of flying above or below FL1. There is a debate inside my company of whether FL1 means one thousand feet or two thousand feet, I.e. one ‘usable’ flight level above or below given the direction of flight. Does anyone have an answer?

Haven't seen that on a LIDO flight plan, we usually get information in the style below:

TOW CORR +1000 PLN BLK +70 / -1000 BLK -70
2000 BELOW TRIP -1 / TIME 1.26
4000 BELOW TRIP +10 / TIME 1.27

Obviously that is a short haul flight plan (planned flight time 1:25). Just don't have a longer duration flight plan to hand to check for different info, but i do not remember anything like you mention.

That said, as far as i know the LIDO system can be configured to the needs and requests of each user/airline/customer, so the guys/girls to ask would be those in your flight planning department, if there is not enough in your documentation.
