F speed and flap retraction

Hello everyone,

Lets assume you have taken-off in config 3 on A320. At F speed the book says to retract flaps to Flaps 1. Why are we skipping flap 2 position and directly selecting flap 1?

In Airbus the slat for 3 and 2 is same. So if you retract to two only flaps move to 2. Moving direct to one retracts both slat and flap to 1 i.e. 1+F. From there to zero gives better speed control.
